DHS proposed a new fee on employers for each new cap-subject H-1B petition. It is a proposal and is not in effect.
$70,000 fee per student for OPT
DHS proposed a $70,000 fee for a student's first period of post-study work authorization and $30,000 for each extension. Comments close November 9.

The State Department's October visa bulletin shows the rural, high-unemployment and infrastructure EB-5 categories current for every country, India and China included.

Work authorization after graduation is becoming harder to count on. Families with a son or daughter at a U.S. university are looking at EB-5 as the route that does not wait on an employer.
An unmarried child under 21 is included in a parent's petition. An adult student can also be the investor, using funds given by family when the source is lawful and documented.

Residency
On approval you receive conditional residency for two years. Form I-829 then removes the conditions.
